City Council Finance Committee · Meeting of September 8, 2026

Springfield's Finance Committee reviewed a fiscal 2027 budget report showing expenditures outpacing revenue by $84 million, driven largely by a $116.5 million pension payment made July 1. DPW Director Chris Signoli told members the city will receive $1.176 million in state "Winter Road Repair" funds, on top of a separate $5 million Chapter 90 allocation, to expand spring paving, saying "we usually get some pretty good money here" after bad eastern winters. The committee also reviewed a $765,000 Municipal Community Mitigation Fund grant from the Mass Gaming Commission, an $827,432 HOPWA grant presented by Jerry McCafferty of the Office of Housing, and two grants totaling $325,000 for TJO's veterinary services.

Economic Development's Brian Connors confirmed the city's $150,000 annual Business Improvement District contribution, which downtown property owners voted over the summer to renew for five more years.
