Commission votes 5-0 on district fee rules
Springfield's Historical Commission voted 5-0 to endorse a rewritten historic preservation ordinance and send it to the City Council.
Historical Commission · Meeting of June 24, 2026
Springfield's Historical Commission voted 5-0 to endorse a rewritten historic preservation ordinance and send it to the City Council. The rewrite creates a $1,000 application fee for third parties seeking to create single-building or five-or-fewer-property historic districts, while letting the commission itself designate such districts fee-free by a two-thirds finding of significance under Massachusetts General Laws Chapter 40C. Member Kevin Coffee argued the combined fee and National Register nomination requirement "is just putting more obstacles in the way of people who want to actually engage in historic preservation." The commission also lowered its own approval threshold for such districts from a two-thirds supermajority to a simple majority.
Kira Holmes of the Springfield Preservation Trust told the commission "we do oppose the application fee" during public comment. The amended ordinance now heads to the City Council, where members expect at least two additional hearings plus a subcommittee review.
