Select Board · Meeting of April 27, 2026

Springfield's City Council voted 9-3, with one recusal, to rezone a Hampshire Street parcel in Indian Orchard from Residence B to Residence C, over objections from residents who said the wetlands-bordering site should not be developed. Councilor Zeta Govan, who identified herself as the Indian Orchard neighborhood council president, recused herself and said she had asked the Conservation Commission and Parks Department about buying the land instead, without success. Planning Department staffer Phil Dromey told the council the city's Planning Board had deadlocked 2-2 with one abstention on the request, despite a staff recommendation to approve.

Residents Denise Hudson and Marie Lilja presented a petition they said carried more than 30 signatures opposing the project, which could bring four two-family homes or an eight-unit townhouse building. The council separately approved, 13-0, special permits for a 3,500-square-foot medical office at 550 Main Street and a used-car dealership at 827 Boston Road, the latter limited to two vehicles for sale.
