SPRINGFIELD — The Springfield City Council's General Government Subcommittee advanced a resolution requiring in-person attendance at council meetings, sending it to the full council without a formal recommendation. City Councilor Jerry Martin, the sponsor, revised the draft to drop language letting the council president judge valid absences, following input from Councilor Santanello. City Councilor Catery Walsh objected to language calling remote participation "disrespectful" and warned that limiting Zoom could jeopardize the nine-member quorum needed for special-permit hearings, citing a recent Chicopee City Council vote against a similar measure.
Chair Hurst noted a past meeting where "we were hustling around to get a quorum" until Zoom participation filled the room. Constituent Erica Cruz testified in support, saying councilors should "at least show up on Mondays" for public speak-outs. The subcommittee, with only two formal members, voted unanimously to forward the measure to the full council pending a law department review of whether Martin's edits require refiling.
