Select Board · Meeting of March 25, 2026

Springfield's Health and Human Services Committee weighed the status of the East Springfield biomass plant permit and took no vote. Ken Shea of the city's law department said permits issued to Palmer Paving do not automatically transfer to its buyer under Chapter 43D, Section 11, and that he was awaiting word from the building department on whether a transfer was requested. He said the permit is good for five years with an unknown amount of time left, leaving matters "in limbo." Members and residents cited asthma rates and a state energy bill barring biomass subsidies, and discussed a possible council resolution and outreach to neighboring communities.

Chairman Brian Santanello said the matter "will be continued."
