Springfield Conservation Board clears title hurdle for Lane Circle homeowners

Springfield Conservation Board issues partial certificate of compliance to unblock a Lane Circle home sale. The board voted 4-0 at its July 28 meeting to issue a partial certificate of compliance for 71 Lane Circle, a property that had been caught in a title limbo because its original development project never received a final certificate, even though the lot itself was never within the commission's jurisdiction. Commissioners Collins, Alminas, Jones, and Bongiorni were present; Commissioners Martinez, Miller, and Ryan were absent.

Staff also previewed a large upcoming Department of Public Works project to replace two deteriorated headwalls near the intersection of Wilbraham Road and Roosevelt Avenue, where eroded pipes have damaged the woods along Carlisle Brook. No filing has been submitted yet, but staff said the project "is going to be a pretty big one" and noted a site walk had already taken place roughly six weeks earlier.
