Select Board · Meeting of April 21, 2026

Springfield's City Council Finance Committee reviewed, but did not vote on, a resolution urging the state to fund local impacts from the planned Springfield Regional Justice Center. City Councilor Zeta Govan chaired the session, joined by Councilors Catery Walsh, Maria Perez and Davila, plus Attorney Ken Shea of the city law department. Resident Karen Lee, who helped draft the measure, said it "does not set a dollar amount" but would ask developers to assign a cost to impacts like traffic and infrastructure already identified in bid documents.

Walsh cited a Marlborough crime lab lease that hit unforeseen environmental and historic-preservation costs as a warning: "The point of this story is that they didn't prepare for any impacts." DCAM, the state's capital assets agency, is weighing roughly 10 or 11 developer proposals for the 40-to-60-year lease and expects to choose one by the end of the quarter. Shea told the panel the city cannot legally bind the state or the winning developer to any agreement.
