Select Board · Meeting of October 13, 2026

SPRINGFIELD — The Springfield City Council's General Government Committee began drafting a tougher door-to-door sales ordinance after a solar-panel salesman harassed a councilor's wife at their home. Councilor Hurst and Councilor Martin co-sponsored the measure, modeled partly on a recently passed West Springfield ordinance, which would require police-issued ID badges, limit solicitation to 9 a.m. to 6 p.m. and create an opt-in no-solicitation registry through the city clerk's office. Attorney Downing, drafting the ordinance, warned that excluding Sundays or further restricting hours risks violating First Amendment time-and-place protections.

Councilor Davila proposed replacing the single-clerk appeal process with a three-member panel and questioned whether an 18-and-older age floor could be added for solicitors. No vote was taken; the committee plans to consult the police superintendent, city clerk and civic associations before a possible return next month.
