SPRINGFIELD — The Springfield Historic Commission voted to send a site-visit team to Our Lady of Rosary Church campus and revisit a possible historic-district designation at its November 5 meeting. Home City Development's plan would preserve the 1940 Franklin Street church but demolish the rectory/school building and a former convent to build 51 affordable units, at a total cost the developer put at $35 million after initially citing $50 million to $60 million. Commissioner Kevin Coffey told members the campus carries "cultural heritage... and not simply real estate," citing the parish's 1917 founding and its priest's 1944 wartime meeting with Soviet officials including Joseph Stalin.
The commission also approved, 6-0, a black chain-link dumpster enclosure at a Behavioral Health Network group home on Madison Avenue and continued a Garfield Street window case over cost and color concerns, with one contractor quote reaching $28,000.
